Lesson
7
Juvenile Delinquency
Text A
Jennifer got off
bus from
university
began walking towards
flat she shared with two other students. On her way she had
buy some food
stopped
one
the shops
the street. It was run by an Asian family,
although
prices there were
little higher than
the big supermarket further down
street, she did
lot
her shopping there. The vegetables were fresher
they had various things she couldn't get elsewhere. Mr Patel,
owner
the shop, was checking through
list, but smiled, as he always did, when he saw her come in.
She picked up
wire basket
walked towards
back
the shop, where
rice was kept: The shop was divided by three long aisles, with rows
shelves crammed with all sorts
things. Except
her
Mr Patel , there were only two other people there. They were two teenage boys,
they were standing at
end
one
the aisles.
She glanced at them as she passed. They were both wearing long, old-fashioned overcoats
they looked rather ridiculous
them because
coats were too big. But such things were popular with some teenagers at
time. 'Watch out, stupid,' she heard one
them whisper
the other. She walked on
the next aisle
found
rice she was looking for.
Then she heard something else. It sounded like
tin dropping
the floor. She peered through
gap
the shelf
caught
glimpse
one.
the boys bending down. She saw him pick up
tin
food. But instead
putting it
the shopping basket, he dropped
into
inside pocket
his long overcoat. Jennifer glanced back down
aisle. She could see Mr Patel at
cash till, still checking through
list.
Then she looked through
gap
the shelf again. The boys still had their backs
her. 'Come on, let's get out
here,' she heard one
them say. At
same time, she saw one
them put another tin
his overcoat pocket. They moved away from her. She could no longer see what they were doing or hear what they were saymg.
When she got
the till,
two boys were
front
her. She watched them pay
the few things they had
the basket. They had both buttoned their coats
fastened them with their belts. Mr Patel did not seem suspicious at all. He even smiled at them as they were about
leave. Jennifer opened her mouth
say something.
Text B
The only crime
have ever been connected with was unsuccessful. One summer night
went
bed, leaving my bedroom door open because
was very hot. During
night
was woken up by
sound
a match being struck. For
moment
thought
must be
friend
lived with, but then
remembered he was away.
I felt certain there was someone
the room.
saw
outline
a man standing near
door.
was almost certain
man was
burglar. Without thinking what
was doing,
shouted loudly and. jumped out
bed
catch
man. As
ran across
garden,
suddenly realized
was doing something very foolish. The burglar
was chasing might be carrying
knife.
went straight back into
house
locked all
doors
protect myself.
This was
very small crime which did not succeed, but crime
a serious problem
Britain. One sort
crime which particularly worries people
juvenile delinquency-that is, crimes committed by young people. For some years, juvenile delinquency has been increasing. There are two main sorts
juvenile crime : stealing
violence. Most people do not understand why young people commit these crimes. There are ,
think,
large number
different reasons.
These crimes are not usually committed by people who are poor or
needl. Young people often dislike
resent
adult world. They will do things
show that they are rebels. Also
Britain today it
easier far young people
commit crimes because they have more freedom
go where they like
more money
do what they like.
There are two other possible causes which are worth mentioning. More
more people
Britain live
large towns. In
large town no one knows who anyone else
or where they live. But
the village
come from crimes are rare because everybody knows everyone else.
Although it
diffcult
explain,
think
last cause
very important. Perhaps there
something wrong with our society which encourages violence
crime. It
a fact that all
time children are exposed
films
reports about crime
violence. Many people do nat agree that this influences young people, but
think that young people are very much influenced
by
society they grow up in.
feel that
fault may be as tnuch with our whole society as with these young people.
Additional Information
It's just before school starts, when they check
pupils
guns. By now,
,600 students at Chester High School
Philadelphia have got used
it.
One by one, they go through
metal detector gate, like
ones at an airport, at
main entrance
their school. The beeper alarm
constantly going off, indicating some metal object
the pupil's pockets. Mostly, it
a key, or coins.
Such searches-in some schools
regular routine ,
others ,
spotcheck- are part
the attempt
school authorities
the United States
keep students from bringing into
classroom their knives, revolvers
machine-guns.
The metal detector checks have already become commonplace
schools
Philadelphia, Detroit,
New York. A school
Fairfax,
the outskirts
Washington, D. C. , will soon begin them.
School administrators decided that something finally had
be done after
various shootouts
discoveries
weapons
schools around
country had made headlines
weeks running.
On January 26, at Woodrow Wilson School
Washington,
teenager shot
wounded four others
a fight over
place
sit
the school cafeteria.
On February 9, teachers confiscated
semi-automatic pistol from two
3-year-olds at
school
the Washington suburb
Silver Spring after they had threatened other students with
weapon. Six days later,
student at Kramer High School
Washington threatened
schoolmate with
sawedoff shotgun. Asked why he did it,
youngster said
other had "stared so stupidly" at him.
The list
such incidents goes
and,on, and
some cases, they are fatall.
According
the California-based " National School Safety Centre " (NSSC)
a recent report, there were 360,000 violent incidents
American schools
986,
last year
which statistics are available. The incidents ranged from fistfights
shootouts,
70,000 weapons were confiscated, including
, 700 pistols
rifles.
Since then , says Ronald Stephens ,
director
NSSC ,
number
incidents involving guns
schools has risen considerably.Teachers
security experts have
hard time explaining why teenagers want
bring lethal weapons with them
school.
"Some want
impress their schoolmates," believes Stephens."They feel that
gun
a symbol
power
control.Others have
feeling that they need weapons
protectthemselves."
School authorities see
rise
weapons
violence above all as being connected
drugs
American high schools. Armed youth gangs divide up
drug trade turf among themselves. According
the NSSC ,
older gang members use
younger newcomers as "weapons depots".
Lyn Siper
the National Crime Prevention Council
Washington believes that youths during their puberty lean towards fighting out their conflicts instead
talking about them. Such drugs as cocaine
crack add
their emotional disturbance.
Siper
Stephens agree that
general level
violence
the streets
big American cities,
the unimpeded access
guns, play
role. America's citizens possess
total
20 million firearms. Many
the revolvers
rifles which authorities confiscated
the schools had been legally acquired
registered by
students' parents.
